1950 (circa): The military released uninfected female mosquitoes in a residential area of Savannah, Georgia. It then checked on how many entered houses and how many people were bitten. In 1956, 600,000 mosquitoes were released from an airplane on a bombing range. Within one day, the mosquitoes had traveled as far as two miles and had bitten a number of people. In 1957, at the Dugway Proving Grounds in Utah, the Q-Fever toxin was discharged by an airborne F-100A plane. 1992: Government records show that Dugway has had the Ames strain anthrax since 1992. Dugway's production of dried anthrax is part of the government's secret research program on how to defend against germ weapons, which gained momentum in the late 1990's. 1994, Jose Trias met with a friend in Houston, Texas and was planning to go public with his personal knowledge of HHMI "front door" grants being diverted to "back door" black ops bioresearch. The next day, Trias and his wife were found dead in their Chevy Chase, Md. home. Chevy Chase is where HHMI is headquartered. Police described the killings as a professional hit.

May 7, 1996 Tsunao Saitoh, who formerly worked at an Howard Hughes Medical Institute (HHMI)-funded lab at Columbia University, was shot to death on May 7, 1996 while sitting in his car outside his home in La Jolla, Calif. 1997 BioPort, from Lansing, Michigan (former Michigan Biologics Products Institute MBPI) is founded by Fuad al-Hibri (Ex-Porton International UK) and Admiral William Crowe, 76, former military chief under President Ronald Reagan. Their main purpose is to develop anti bio-agents. BioPort Corporation was founded for the express purpose of buying the Michigan Biologic Products Institute from the State of Michigan. MBPI was the only firm in the U.S. making Anthrax vaccine, and their sole client was the U.S. government. BioPort now has on its Board of Directors Admiral William J. Crowe, Jr. In October 1985 Crowe was appointed Chairman of the Joint Chiefs of Staff. He retired from that position in 1989 and was appointed US Ambassador to Britain. Admiral Crowe, a long-time member of the Council on Foreign Relations, was given ownership of 22.5% of BioPort's stock without investing any money. Crowe's role at the company was to facilitate cooperation and good relations with government agencies and to secure military contracts from the Department of Defense.

In 1997 the U.S. Department of Defense awarded a defense-biologics contract in excess of $300 million to Dyn-port LLC, which is a joint venture of Porton International and U.S. defense contractor Dyncorp. By the late 1990s Haydon-Baillie had lost control of Porton International (accused of personal enrichment at the expense of the company), entered bankruptcy and been arrested for tax fraud. April 24, 1997, a package containing a Petri dish labeled "anthrachs" was received by the B'nai B'rith in Washington, D.C. 1997: Battelle Memorial Institute, a military contractor in Ohio, has experience making powdered germs participated in a secret Central Intelligence Agency program, code-named Clear Vision and begun in 1997, that used benign substances similar to anthrax to mimic Soviet efforts to create small bombs that could emit clouds of lethal germs.

The Central Intelligence Agency (CIA) initiated a second project, "Clear Vision," in 1997. 1998 Ibrahim and Fuad El-Hibri and Admiral William J. Crowe, Jr., (just returned as ambassador to UK) created BioPort Corporation, which acquired the State of Michigan’s Biological Products Laboratory, the principal function of which was the production of anthrax vaccine for the U.S. Department of Defense. This "privatization" of a state laboratory was highly questionable in a number of respects. The managers of the public laboratory, director Robert Myers and deputy director Robert van Ravenswaay (an attorney on the state’s central administrative staff assigned to oversee the privatization process), appear to have insured that the successful bidder (one of only two final bidders) would give them a significant share of the ownership (as muchas 32 percent) of the new entity. Admiral Crowe obtained his interest (approximately 13 percent) as what appears to have been a "gift" of the El-Hibris. Together, the ownership interests of Crowe and Nancy Grunenwald El-Hibri were claimed to give American citizens majority ownership, even prior to Fuad El-Hibri’s adoption of American citizenship. Although BioPort has yet to obtain FDA approval to sell a single dose of vaccine, the Department of Defense, immediately after the privatization, agree to a contract modification which increased the per-dose price from $3.50, charged by the state-owned lab, to $10.64, with "advance payments" to cover the cost of renovating the production facility. In the meantime, BioPort has been engaged in a vitriolic dispute with three members of the state lab’s scientific staff who claim a proprietary interest in the lab’s technology, in the course of which certain critical documents were claimed to have been taken by the disgruntled former employees. In mid 2000 a lab employee died of questionable causes.

1998 BioPort signed a new contract with the US government. They have to develop vaccines against anthrax and have 3 years time for that to finish the production. The vaccines should be available in 2001. They got a $50 million contract for developing AVA (Anthrax Vaccine Absorbed) for 2.5 million US Soldiers

April, 1998, OraVax/Acambis Vice President, Dr. Thomas Monath met with President Clinton, New York's Emergency Management Director, Jerry Hauer, Rockefeller University president emeritus and American Type Culture Collection (ATCC) curator, Dr. Joshua Lederberg, CIA Director John Deutsch, and government biological weapons expert William C. Patrick, III, to discuss/negotiate the first of several multimillion dollar anthrax, smallpox, and West Nile virus vaccine contracts. According to New York Times reporters William Broad and Judith Miller,(37) "seven scientists endorsed the stockpile…." These included "two men who stood to gain financially from the decision. . . ." These men included Dr. Monath and Dr. J. Craig Venter, president of The Institute for Genomic Research near Washington working on anthrax genetics. 1998 (exact date needed) Jerome Hauer convinced New York Mayor Rudi Guilliani to develop a vaccine against the West Nile virus - almost one year before this virus broke out in New York. September 1998, Bioport Corporation took over a failing anthrax vaccine business from state-owned Michigan Biologic Products Institute. Less than a month later, the company landed an exclusive $29 million contract with the Department of Defense to "manufacture, test, bottle and store the anthrax vaccine." Admiral William J. Crowe, Jr., a former Chairman of the Joint Chiefs of Staff and close personal aid to President Clinton, with no financial investment of his own, received 22.5% of Bioport's stock to promote, secure, and manage military anthrax vaccine contracts.(14)

Bioport's principal investor was Saudi business man Fuad El-Hibri-a close friend of the bin Laden family, and a previous merger and acquisitions manager for the Rockefeller-linked Citigroup in New York.(14,15)

According to some investigators,(16) additional Bioport shares were believed to be held by The Carlyle Management Group-America's 11th leading defense contractor largely directed by past CIA director Frank Carlucci, James Baker III, George H.W. Bush, and former British Prime Minister John Major.

Patrick III, a scientist who made germ weapons for the United States and now consults widely on biological defenses, told a group of American military officers in February 1999 that he taught Dugway personnel the previous spring how to turn wet anthrax into powders Mr. Patrick told officers at Maxwell Air Force Base in Alabama, the process was not as refined as the one used in the heyday of the government's germ warfare program, but it worked. "We made about a pound of material in little less than a day," he told the officers. "It's a good product."

March 16, 1999, Robert C. Myers, DVM, COO of BioPort,-America's only anthrax vaccine maker-appealed to a Senate Appropriations Committee for urgent funding for both anthrax and smallpox vaccines. In 1996, in his own words, he "was part of a team of organizations, led by Battelle Memorial Institute, which came together to compete for the [Department of Defense's Joint Vaccine Acquisition Program] JVAP. Despite dozens of potential bioterrorist threats, Dr. Myers stated these two threats were the greatest since anthrax is easy to handle and "because smallpox is highly contagious and probably most of the world is now susceptible. . . ." He also testified, "Suppose we have a smallpox vaccine stockpile and a manufacturing capability. . . . Funding for adequate security must be included in this program if the threat is to be optimally minimized. Included in these security measures and to prevent against natural disaster, there should be two or more geographical separate manufacturing facilities and two or more facilities for storage of the manufactured vaccine." He further stated that few companies wished to become involved in the production of anthrax and smallpox vaccines due to the high expense and risks involved in research and development. March 16, 1999 According to the U.S. Congressional Record, the "official meeting" to discuss what had already been predetermined regarding the government’s nearly half-billion dollar smallpox, anthrax, and West Nile virus vaccine purchases took place before a joint meeting of the Senate Veterans Affairs Committee and the Subcommittee on Labor, Health and Human Services, Education, and Related Agencies of the Senate Appropriations Committee, on March 16, 1999. The sole American anthrax vaccine maker is British-owned BioPort Corporation. Dr. Robert C. Myers of BioPort worked with the Battelle Memorial Institute (CIA contractor for project "Clearvision" under which the hyper-concentrated anthrax weapon that was later mailed was initially developed). Dr. Joshua Lederberg, previously reported to have met with vaccine industry and Clinton administration officials regarding in preparation for the West Nile virus outbreak of 1999, was ATCC's director during the time anthrax was shipped to Iraq. March 2000: In early March 2000 at his home in Irvine, Orange County, California, Larry C. Ford, M.D., died of a shotgun blast. His death was later ruled a suicide, notwithstanding the fact that his firearms had supposedly been confiscated by the police several days before, after the attempted murder of his business partner, a crime for whichhe was a principal suspect. Only later was it revealed that Ford had served as a consultant to both the CIA and the chemical- and biological-weapons program of the South African Defense Forces, headed by Wouter Basson. Ford’s contributions to Basson’s program included lecturers on converting ordinary items into lethal biological weapons. After Ford’s death his Irvine neighborhood was evacuated for several days as federal authorities excavated a weapons’ bunker in Ford’s yard and removed samples of various toxic biological agents found in Ford’s refrigerators. The specific biological agents found in Ford’s home have never been identified by the authorities, nor have they reported if any toxic agents were found in the university and other laboratories used by Ford. An initially frenzied FBI investigation quickly became quiescent. One Ford associate reports that Ford had been in contact with BioPort Corporation, sole U.S. manufacturer of anthrax vaccine. Recently discovered evidence indicates that, shortly before his death, Ford was actively preparing to move his medical-scientific work abroad. Close Ford associates expected a revival of the investigation after the onset of the recent anthrax incidents but have observed no evidence of any current Ford-related activity on the part of the FBI or other agencies. April, 2000, the CIA assumed all oversight at the CDC, and other health science agencies, concerning HIV/AIDS and potentially other infectious diseases considered national security risks.(51) Following 9-11, this CIA oversight of the government's top infectious disease research laboratories clearly included anthrax and smallpox.

DNA sequencing work by several of these microbiologists is aimed at developing drugs that will fight pathogens based on the pathogen's genetic profile. Also at developing drugs that will work in cooperation with a person's genetic makeup. Theoretically, a drug could be developed for one specific person. A drug could be developed to effectively treat a much broader class of people sharing a genetic marker. The entire process can also be turned around to develop a pathogen that will affect a broad class of people sharing a genetic marker. A broad class of people sharing a genetic marker could be a group such as a race, or people with brown eyes.

June 2000 One week, after Dick Cheney resigned from Halliburton Root + Brown, the subsidiary signed a contract with the Pentagon about constructions in various countries. It includes a testgame regarding a possible terrorist attack.

November 10, 2000 Further delays in the FDA certification of the country’s sole anthrax vaccine producer, BioPort Corporation, are announced. A routine FDA inspection during 10–26 October found 18 flaws in the Michigan-based facility, more than half of them connected to filling and packaging. Other problems reported involved sterility, monitoring of manufacturing facilities and documentation. In response, BioPort is now seeking an external contractor to bottle and pack the vaccine, while facilities are renovated. It could take more than a year for BioPort to renovate its packaging facilities and win FDA approval. The FDA also found BioPort failed to properly track or investigate serious adverse reaction to the anthrax vaccine. A servicewoman died in June after adverse reactions to the anthrax vaccine. Inoculations from three particular batches resulted in complaints, none of which had been investigated by BioPort. June 9, 2001 Robert Wright, an FBI agent who spent ten years investigating terrorist funding, writes a memo that slams the FBI. He states, "There is virtually no effort on the part of the FBI's International Terrorism Unit to neutralize known and suspected international terrorists living in the United States." He claims "FBI was merely gathering intelligence so they would know who to arrest when a terrorist attack occurred," rather than actually trying to stop the attacks. Wright claims the FBI shut down his 1998 criminal probe into alleged terrorist-training camps in Chicago and Kansas City. He says his superiors repeatedly blocked his attempts to shut off money flows to al-Qaeda, Hamas and other terrorist groups. July 26, 2001: CBS News reports that Attorney General Ashcroft has stopped flying commercial airlines due to a threat assessment, but "neither the FBI nor the Justice Department ... would identify [to CBS] what the threat was, when it was detected or who made it." The San Francisco Chronicle later concludes, "The FBI obviously knew something was in the wind ... The FBI did advise Ashcroft to stay off commercial aircraft. Late July 2001: David Schippers, noted conservative Chicago lawyer and the House Judiciary Committee's chief investigator in the Clinton impeachment trial, later claims that FBI agents in Chicago and Minnesota contact him around this time and tell him that a terrorist attack is going to occur in lower Manhattan. According to Schippers, the agents had been developing extensive information on the planned attack for many months. However, the FBI soon pulls them off the terrorist investigation and threatens them with prosecution under the National Security Act if they go public with the information. As a result, they contact Schippers hoping he can persuade the government to take action. Schippers tries to pass the information on to high government officials but apparently his efforts are ignored. Partly in conjunction with Judicial Watch, the public interest law firm, Schippers is now representing at least ten FBI agents in a suit against the US government in an attempt to have their testimony subpoenaed, which would enable them to legally tell what they know without going to jail. August 2001 Hamza Alghamdi ("WTC-south tower") rents an unit 1504 at the Delray Racquet Club, 755 Dotterel Rd.(confirmed on 10/13, rented by Gloria Irish, wife of Editor Michael Irish of the Sun). Bob Stevens later becomes the first anthrax victim. His paper Sun Sentinel was in the same building as National Equirer, who had been attacked in 2000 by an upset President Bush because of their negative articles about his daughter. August 6th, 2001 President Bush receives a 11.5 page report including a warning about an "attack with planes". A shorter memo goes to Dick Cheney, Andrew Card, Condoleeza Rice, Sen. President Bush receives classified intelligence briefings at his Crawford, Texas ranch indicating that bin Laden might be planning to hijack commercial airliners. The memo read to him is titled "Bin Laden Determined to Strike in US", and the entire 11 page memo focuses on the possibility of terrorist attacks inside the US. The contents have never been made public. The existence of this memo is kept secret until May 2002. Vice President Cheney later calls the memo just a "rehash" containing nothing new or interesting. O’Neill never hears the CIA warning about hijackers Alhazmi and Almihdhar sent out just one day later nor Ken Williams' flight school memo, nor of Walid Arkeh's warning, nor about the arrest of Zacarias Moussaoui, nor is he at a June meeting when the CIA revealed some of what it knew about Alhazmi and Almihdhar. [The next day he begins a new job as head of security at the WTC. He dies in the 9/11 attack, one day after moving into his office inside the WTC.]

August 22nd, 2001 After Colleen Rowley's memo was ignored by the FBIHQ including Dale Watson (Ex-CIA),she tries to get in touch on her own with the NSLU. She answers in an e-mail message, from an attorney at the National Security Law Unit (NSLU). "...Of course, with (ever important!) 20-20 hindsight, I now wish I had taken more time and care to compose my response..."

When asked by NSLU for my "assessment of (our) chances of getting a criminal warrant to search Moussaoui's computer", I answered, "Although I think there's a decent chance of being able to get a judge to sign a criminal search warrant, our USAO seems to have an even higher standard much of the time, so rather than risk it, I advised that they should try the other route..."

"...I believe that Minneapolis agents actually brought this point to FBIHQ's attention on August 22, 2001, but HQ personnel apparently ignored the directive..." Colleen Rowley's memo was also ignored by John O'Neill, head of the FBI's counterterrorism branch.

August 23, 2001 The CIA sent out an urgent cable, labeled IMMEDIATE, to the State Department, Customs, INS and FBI, telling them to put the two men on the terrorism watch list..."

August 28, 2001 After "a series of emails between Minneapolis and FBI HQ" concerning Colleen Rowley's mission to examine the case of Massaoui, she finally gave up.

September 2, 2001: Intelligence received from Iraq indicates that an accident occurred during a chemical weapons exercise, killing at least 20 Iraqi soldiers. Approximately 200 more soldiers, suffering from severe respiratory problems, were admitted to hospitals. The Telegraph Group Limited reports that "Iraqi scientists are working around that clock to rebuild the Iraqi leader’s chemical capability." The paper claims that "in the past three months, eight military factories have begun working at almost full strength." The most significant, located near the Syrian border, is said to be manufacturing chemical weapons. Iraq last used chemical weapons against its Kurdish population in March 1988. September 4. 2001: Details have emerged regarding a number of biological weapons research programs initiated by the United States. Under "Project Bachus," Defense Threat Reduction Agency (DTRA) officials constructed a BW production facility using only materials readily available on the commercial market and produced "simulated" BW agents in 1999 and 2000. Officials claim the project helped the Department of Defense (DoD) and intelligence community learn more about the signatures that such a facility would emit. The Central Intelligence Agency (CIA) initiated a second project, "Clear Vision," in 1997. This project replicated portions of a bomblet developed by the former Soviet Union to disseminate BW in order to measure its potential effectiveness in dispersing the agents. Additional research into BW programs has been undertaken as part of the Defense Intelligence Agency’s (DIA) "Jefferson Project." This program is intended to develop a small amount of a more potent strain of anthrax, although no work has begun on the project to date. DoD officials claim that this program was initiated to test vaccines against the agent, in light of claims by Russian scientists in 1997 that such a strain of anthrax was under development. Despite the fact that the BWC permits experiments on small microbes for defensive purposes, U.S. officials have expressed concern that both "Clear Vision" and the "Jefferson Project" may appear to foreign governments as violations of "the spirit if not the letter of the BWC." September 6, 2001 MSNBC The story refers to an article that was to be published the following day in the weekly magazine Science, reporting the 1918 flu virus had recently been RNA sequenced. Researchers had traced down and obtained virus samples from archived lung tissue of WWI soldiers, and from an Inuit woman who had been buried in the Alaskan permafrost.

Week of Sept 11, 2001: The former head of the ISI was discovered to have organized a wire transfer of $100,000 to the enigmatic alleged 9/11 ringleader Mohammed Atta in Summer of 2001, and yet also wound up visiting Washington D.C. for high-level meetings with US officials the week of 9/11. (The CIA close has close connections with the ISI in Pakistan which was a main supporter of the Taliban before 9/11. The CIA, the Council on Foreign Relations and the Tri Lateral Commision channel major funding to the Ford Foundation which in turn channels funding to the so called "left media". Why would the Ford foundation support alternative media if it actually looked deeply into the long-running control over US foreign policy exerted by the private and secretive Council on Foreign Relations. It is more likly that the Ford Foundation would favor those that would support the CFR, the Trilateral Commission and ultra rich and powerful multinational corporations. Foundations invested heavily in Big Oil would not fund the kind of alternative journalists and researchers that are not asking challenging questions about the formative role of oil politics in 9/11 and the so-called "War on Terrorism", or anyone pursuing urgent investigations into the stunning array of evidence pointing to Bush administration complicity in the 9/11 attacks?)

September 16-23, 2001: Reports appear in many newspapers suggesting that some of the people the US says were 9/11 hijackers are actually still alive. The London Times reports, "Five of the hijackers were using stolen identities, and investigators are studying the possibility that the entire suicide squad consisted of impostors." People with the same names and other biographical information of the hijackers speak to the press and governments in the Middle East and claim they were nowhere near the US on 9/11. In some cases, their passports and/or photos appear to have been stolen and used by the hijackers. In a secret report to banks, the US even suggests that one hijacker, Khalid Almidhar, is still alive. However, in November 2001, FBI Director Mueller states, "We at this point definitely know the 19 hijackers who were responsible,'' and says that they were sticking with the names and photos released in late September. The Salem Alhazmi still alive in Saudi Arabia says the FBI photo of hijacker Salem Alhazmi is of him, and other details of the hijackers appear to refer to obviously stolen information

September 16, 2001 Barry Mawn, FBI, classified a recovered passpord in the rubble of Vesey Street, by one of the hijackers. The name of the owner, which he didn't disclose, was later revealed by ABC as Satam M. A. Al Suqami.

Mawn was one of the few FBI agents, who also convinced John O' Neill to start a job at the Twin Towers:

The letter, sent to the Marine base at Quantico, VA., asserts that the accuser formerly worked with Assaad. It was sent before any cases of anthrax were discovered.
